    Logo Design Contest for One Nation One Ration Card Plan

    To commemorate 75 Years of India‘s Independence as part of the ongoing ‘Azadi Ka Amrit Mahotsav’, this call for submission of logos for ‘One Nation One Ration Card’ (ONORC) plan is being issued by the Department of Food and Public Distribution, Ministry of Consumer Affairs, Food and Public Distribution, Government of India in partnership with United Nations World Food Programme.

    As part of the “Prime Minister’s Technology Driven System Reforms under the Atma Nirbhar Bharat Abhiyan, the One Nation One Ration Card (ONORC) plan for nation-wide portability of the ration cards under the National Food Security Act (NFSA) aims to empower all NFSA beneficiaries, particularly migrant beneficiaries, to become self-reliant (AtmaNirbhar) for their food-security anywhere in the country by allowing them to seamlessly access their PDS/NFSA foodgrains from any Fair Price Shop (FPS) of their choice anywhere in the country through their same/existing ration card.

    Interst while Public Distribution System (PDS), where ration cards are typically tagged to nearby FPSs, the migrant beneficiaries, or households, often lose their access to subsidized NFSA food grains when they migrate to other places. Further, since the ration cards are tagged to particular FPSs and dealers have assured footfall of beneficiaries, this often adversely affected the quality of service and beneficiary satisfaction.

    The ‘One Nation One Ration Card’ plan addresses the above difficulties and empowers all beneficiaries under NFSA, to seamlessly lift their foodgrains from any FPS of their choice. Operationally, the beneficiaries desirous of lifting their foodgrains through portability, may simply walk-in to any ePoS enabled FPS of choice in the ONORC enabled States/UTs and quote or present either their ration card number or seeded Aadhaar number to access their entitlements after biometric authentication on an ePoS device.

    In August 2019, the ONORC was rolled out in the form of inter State portability of ration cards in 4 States. Since then, progressively within a short span of time, the national portability of ration cards under One Nation One Ration Card plan is now seamlessly available in 32 States/UTs enabling about 69 Crore beneficiaries (86% NFSA population) to access their NFSA foodgrains anywhere in these States/UTs. Further, it is targeted to integrate the remaining 4 States/UTs (Delhi, Chhattisgarh, Assam, and West Bengal) with One Nation One Ration Card cluster soon, depending upon their achieving requisite technical readiness.

    On average about 1.5 to 1.6 Crore monthly portability transaction under ONORC are being recorded in States/UTs on a monthly basis, and since August 2019 when the ONORC was first rolled out, a cumulative total of nearly 23 Crore portable TPDS transactions have been carried out all over the country, including both inter-State and intra-State (inter district/ intra district) portability of ration cards.

    In order to further promote the ‘One Nation One Ration Card’ (ONORC) plan amongst migrant NFSA cardholders, DoFPD and State Governments are giving widespread publicity to ONORC through mass awareness campaigns. It is expected that this logo competition becomes a medium for engaging citizens of the country who would further spread the awareness about ONORC amongst needy migrant labours. Further that submissions received during this competition may also be used in the publicity campaign of the DoFPD.

    Terms & Conditions

    1. All Indian citizens/ group of citizens are eligible to participate in the
    2. One participant can submit up to a maximum of three entries.
    3. All Government employees participating in this competition should have
      prior permission from their employer to participate in this competition.
    4. The participant should submit a high resolution (600 dpi) image in JPEG,
      BMP, TIFF formats only.
    5. The language of the logo should be in English or Hindi
    6. Each participant must submit a brief description (maximum 100 words)
      of the logo in Hindi or English along with the image (i.e. Explanation of
      the logo, symbol, colour etc.)
    7. The logo should be distinctive and scalable. It should be useable in large
      hoardings and small merchandise and should be appropriate for any web
      device and any kind of print material.
    8. The logo can be of multi-colour but should also be reproducible in
    9. The logo submission has to be original. It should not violate any
      provision of the Indian Copyright Act, 1957 or the Intellectual Property
      Rights of any third party. Anyone found infringing on others’ copyright
      would be disqualified from the competition. DoFPD or WFP does not
      bear any responsibility for copyright violations or infringements of
      intellectual property carried out by the participants.
      10.All designs submitted will be the intellectual property of Department of
      Food and Public Distribution, Ministry of Consumer Affairs, Food and
      Public Distribution, Government of India and the participants shall not
      exercise any right over it.

    11.DoFPD will have unfettered right to modify the prize-winning entry or
    other entries in any form and shall use them for promotional purposes, as
    Information, Education and Communication materials and also for any
    other use as may be deemed appropriate.
    12.DoFPD/ shall not use the disqualified entries for any purpose and shall
    have no intellectual rights over the same.
    13.The participant should make sure that her/his MyGov profile is accurate,
    complete, and updated for further communication. This includes details
    such as name, latest photo, country declaration, complete postal address,
    email ID and phone number etc. Entries with incomplete profiles would
    not be considered.
    14.All entries must be submitted online only at platform
    before 5 pm (17:00Hours) on 31st May 2021. Offline/Manual proposal
    will be summarily rejected.
    15.A confirmation email will be sent to the participants only on the
    successful submission of the entries.
    16.The tentative date of declaration of the result for the contest is 30th June 2021. The results of the contest would be declared on MyGov website,
    17.A Selection Committee will examine the submissions and will
    shortlist/select the winners
    18.Entries would be assessed for creativity, composition, visual appeal,
    originality, and relevance to the theme of One Nation One Ration Card.
    19.Marks will be allocated by each Member of the committee independently
    and averaged. Winners will be decided based in maximum average marks
    20.The decision of the Selection Committee would be final and binding on
    all the contestants and no clarifications would be issued to any
    participants on any decision of the Selection Committee.
    21.Any legal proceedings arising out of the competition/ its entries/ winners
    shall be subject to local jurisdiction of Delhi only.

    22.The winner will be notified through email address that she/he has
    provided along with her/his submission.
    23.If a winner is not reachable within five working days from the result
    announcement, he or she will forfeit the prize and another winner will be
    selected from the remaining eligible entries in accordance with the above
    process until a winner is selected and can be contacted.
    24.Prize money will be transferred to the winner only through electronic
    transfer as per the bank details submitted by the winner via email.
    25.E-Certificate will be issued to winners through email only.
    26.In the event of unforeseen circumstances, organizers reserve the right to
    amend the contest/ terms of reference or withdraw the contest at any time.

    FIST, IIT Patna is in the process of selecting a logo for its use and has decided to conduct a logo design contest for FIST, IIT Patna that represents the incubator in all respects.

    The winner will take home Rs 10,000/- as a cash prize and a certificate issued by FIST, IIT Patna.

    Established in 1976, the National Institute of Urban Affairs (NIUA) has been the vanguard for contributing to and building the urban narrative for a fast-evolving Urban India. The Institution has been actively working on bringing forth key areas of concern for urban India in order to build the urban discourse at various urban scales.
    The National Urban Digital Mission by the Ministry of Housing and Urban Affairs is anchored by the NIUA at the Centre for Digital Governance. Created with a vision to improve service delivery, build accountability and transform governance, CDG works with stakeholders across the quadruple helix to facilitate collaborations among diverse skill sets and accelerate adoption of digital urban governance. The approach is centred on anchoring support in a manner that is responsive and customized to specific needs of each city or town.

    NIUA intends to run a logo design competition for the National Urban Digital Mission (NUDM). The logo will be used as a medium of representation on the platform and any outreach (online/printed) material.

    Technical Brief
    1. The Ministry of Housing and Urban Affairs launched the NUDM in February 2021.
    2. NUDM inherits the philosophy and strategy of the National Urban Innovation Stack (NUIS), a program at NIUA supported by the Ministry of Housing and Urban Affairs (MoHUA). The NUIS approach advocates the creation of a layered digital infrastructure to strengthen the capability of the ecosystem, to identify urban challenges and solve them.
    3. NUDM aims to improve the ease of living for citizens by creating a national urban digital ecosystem that delivers accessible, inclusive, efficient, and citizen-centric governance in Indias 4400 towns and cities.
    4. Some of the key objectives of the NUDM:
    a. To create shared digital infrastructure as a public good by way of state-of-the-art digital urban platforms, building blocks, data infra to manage the core digital urban data, and the infrastructure required for its seamless exchange;
    b. To catalyse an urban national open digital ecosystem ( u-NODE) that leverages NUDM build new platforms, solutions and innovations
    c. To create open standards and enforce adoption of open standards by all national digital urban stakeholders;
    d. To establish registries at appropriate level to create single source of truth in respect of urban assets, service delivery, urban data and actors.
    e. To promote development of nationally scalable application systems with a special focus on achieving the Sustainable Development Goals for urban;
    f. To adopt the best principles of cooperative federalism while working with the States, Union Territories & ULBs for the realization of the vision;
    g. To provide for enhancing the efficiency and effectiveness of governance at all levels.

    Terms and Conditions

    ● The logo should graphically convey the objectives of NUDM, while underlining the themes or concepts of collaboration among cities for urban development and digital infrastructure.
    The design of the logo should reflect creativity, uniqueness and vibrancy.
    ● Each entry must be accompanied by a brief description of the concept behind the design of the logo and how it encapsulates the essence of the program.
    ● The logo should be original and should not violate the intellectual property rights of any third party or any provision of the Indian Copyright Act, 1957.
    ● Plagiarism is not allowed and any such case will be taken very seriously. Anyone found infringing on the copyrights of any third party will be disqualified.
    ● The logo should not contain any provocative, inappropriate or objectionable content.
    ● In case of any disputes, the participant shall be responsible to settle any legal proceedings
    arising out at his/her end. NIUA will hold no responsibility for any such issues.
    ● The winning logo will become the intellectual property of the NIUA.
    ● NIUA will have the (full) right to modify the winning logo/ entry or add/delete any info/design feature in any form to it. The winner shall not exercise any right over his/her Logo and shall not use it in any way.
    ● Only entries submitted by Indian citizens or team projects will be considered.
    ● Only one entry from a participant/user id will be considered valid. There is no entry fee to participate in the competition.
    ● Entries submitted through any form other than MyGov shall not be considered.
    ● Participants must make sure that the information in their profile is accurate and updated as it will be used for any further communications. This includes name, address, email address, phone number, nationality, photo, etc. Any entry with incomplete or inaccurate information will not be considered.
    ● The onus to prove if he/she is the authorized representative to send the entry shall be on the
    participant/applicant. In case the submitted entry is selected, the prize will be awarded to the applicant only. NIUA will not be responsible for any dispute, legal or otherwise, arising out of it.

    Technical Criteria

    ● The initial entry shall be submitted in JPEG and PDF format only.
    ● The Logo should be designed on a digital platform. The winner of the competition will be
    required to submit the final logo in vector format (EPS/AI).
    ● The logo may contain words/phrases in English/Hindi.
    Logo should be designed in color. The designed logo shall be provided in both CMYK and RGB formats. The size of the logo may vary from either portrait or landscape.
    ● The Logo should be usable on the website / social media such as Twitter / Facebook and on printed materials such as black and white press releases, stationary and signage, labels, etc.
    ● All fonts should be converted to outlines and should not violate copyrights.
    ● File should be of high resolution – at least 1000 pixels per inch at 100% size.
    ● File should look clean (not pixilated or bit-mapped) when viewed on-screen at 100%.
    ● Entries should not be submitted in compressed or self-extracting formats.
